Colts M416 and SCAR killer?

The APC is supposed to be the answer to the SCAR, but I do not see it for Civilians.

Is the LE 6940 the APC?

Negative. The APC is different than the 6940 and is not currently available for civies. The 6940 is basically a 6920 with a monolithic railed upper and flip-up front sight. It operates with a standard DI gas system as opposed to the APC which operates from a gas piston.
