Further investigating looks like it dates to around 1988-89. I found one in excellent shape, looks new, is this collectable or just a good shooter? The price is $1200. Also looks like it is a pre band.

I found a 3 digit 6520 for a friend. Our guess is it was made in '88. I've had the chance to shoot it and he brings it out on occasion.
Definitely 1988-1989!!!
What is even more interesting are the 1000 manufactured of the green labels (R6520/1990/CMC/raised fence right receiver).

AGG, My buddy almost got one of those when we were looking but a gouge in the stock kept him from jumping on it. I thought it was rare and told him he could replace it with another COLT stock but by the time he came around to the idea, it was SOLD.
Your friend should have acquired that rifle!!!
Also, there were 550 manufactured of the green labels (R6450/1990/CMC/reinforced lower).

AGG, have a question for you, your post above on the 6450 with a reinforced lower. does the lower have a ( h ) looking (laying down) bulge on the outside of the mag well??? if so then i have one of those 1000 6450's
Serial # 23xx.
does that bring a premium over the other 6450's.

The "h" that you describe sounds like newer manufacturing!!!
Based upon my data, the SN range on the "1000" R6450's will be TA070XX through TA079XX.
Also, there will be the 2-position, collapsible stock vs. the 4-/6-position ("waffle") and Rogers (similar to "Magpul CTR") collapsible stocks.
May be a $250.00-$500.00 premium to collectors.
