I believe I'm correct to say that a 1974 'L' suffix Frontier Scout should have the dual cylinders. Am I correct in this assumption?
Plus, the revolver is in excellent condition (90-95%) but no grips and has only one cylinder (if I'm correct in the duo cylinders). The man wants $275 for it as is? What would be a good offer?

Yes the L series came with 2 cylinders. And they were not Frontier Scouts but New Frontier! They were made only in 1974 and 25000 were produced. I think they could bring a premium for a collector. Grips are easy to find for those!

The "L" series should be a prefix, not a suffix on the serial number. These guns are relatively rare, because Colt's figured out that the "L" was too easy to confuse with the number "1". These guns were shipped with both cylinders and the muzzle should be crowned. Note also that these are New Frontier 22 or Peacemaker 22 series guns with CCH frames, not the earlier Frontier Scouts. Makes me wonder if you are really looking at an "L" series gun, or a Frontier Scout from either the "F" or "P" series?
The price is pretty attractive for the condition, but what's with "no grips"? What's the barrel length? What's the roll mark on the barrel? This info will help ID the gun. There are some truly rare guns in the "L" series and this may be one of those.

Yes, all known L serial number New Frontier .22 revolvers were shipped from the factory with both the .22 LR and .22 Magnum cylinders and all are supposed to have been made in 1974. I have several of the L numbered revolvers and most letter as having been shipped in 1974 but one or two were shipped in early 1975.
$275 is a great price on this revolver. You can pick up a correct pair of grips for $50 or less. Cylinders are more expensive, but if the gun has the .22 LR cylinder, that's all you really need. The .22 Magnum ammo is a lot more expensive and is very loud so I never shoot the stuff.
