Colt 22 (cadet)

I just came in to the possesion of a colt 22 (cadet) is this gun supposed to lock back after the last round?
with an empty mag in place if I pull the slide back it does not stay open.

I just checked my later non Cadet marked Colt 22 and it does. Do you have more than one mag to try in it? might be the follower
