    That looks like a Lyman #30 1/2 tang sight. They are rare and expensive and a very fine sight. I have one on my 1936 Savage 99 in 30-30.

    You should be able to develop a satisfactory load using the TB workup instructions on the IMR site. I've done it for a couple BP cartridges.
