The .223 is not a maybe, the base diameter is 0.010 smaller than the .38 Super case, has to be cut, trimmed, reamed, etc........
Why not just buy some .38 Super brass it certainly is "more available".

Besides an older model .38 Super needs the semi-rim to headspace properly.
