    The initials are M.D.C. and they are on the backstrap.

    That is the Metropolitian District Commission in Boston MA. They are the city's park police. Google them for more info.

    The MDC appears to be now defunct, and was merged into the MSP in the '90s. Might be tough to get info from them. However, here is a link to a site with pictures of them when they actually did stuff: Metropolitan District Commission Police Department (Defunct)
