C&R license

I have had a C&R license for some time now and have always adhered to the rules. This year I moved and forgot to renew my license. I reapplied this last January and now they tell me today (02-14-05), that it will be probably another 60 days. I spoke to two other C&R license holders today and all they had to do was renew before the expiration date and that was 120 days ago. Is it just us or are more people out there having the same problem??? What could possibly take a 120 days to process???
