Was the Army Special ever issued in the military during WWI? If so, what "US" marking would be present and where? I have seen versions with plain walnut grips and a lanyard ring and wonder if those were military or police revolvers, as opposed to the ones with black hard rubber grips.

I'm unaware of any U.S. military contract Army Specials. Colt did provide the Army Special to other nations, configured in the manner you describe.
