First, your picture has to be 'on the internet' somewhere, like your own website or on a photo host site. I use Photobucket.com, it's free, is easy to use and it has been very reliable for me.
After you've up loaded your pic to Photobucket, it gives you the URL you need complete with the image tags so you can copy and paste it into your post. It's the box below your pic that's titled 'IMG' (see arrow in the pic):
