I didn't post this thread for theory. I am trying to get an idea if I can legally bid on and purchase these ivories.

On the one hand, I don't want to buy them and have the Feds knock on my door. On the other hand, I don't want to send the check only to have the seller say "gee, I can't sell to your state and you should have checked that before bidding, but thanks for the non-refundable money that I stated in my listing".
