That's one of the "old breed" style police holsters that was popular in the East, particularly in New York.

Some of these had slightly longer belt loops so the holster could be attached to a belt, and the gun and holster could be pushed down into the hip pocket.

The sewed-in metal reinforcement around the top kept the holster pocket open so the gun could be drawn and re-holstered easily.

A similar holster was made for uniformed wear, in which the gun was almost swallowed in the holster with only the butt sticking out.
It was very popular with NYPD uniformed patrol.

As a matter of interest, in the Kirk Douglas 1951 movie "Detective Story", one of the longer versions can be seen worn on the hip, but not inserted into the pocket of "Lt. Monaghan".
