I'm not aware of anyone making a holster like that. There are holsters made to hold an auto magazine, but those are usually field holsters.
This would probably need to be made as a custom order from a holster maker who offers one-off designs.

When police began to use the "new" speed loaders in the '60s, there were pouches, but I can recall a Sergeant who had a regular duty holster with a tube for 2 loaders on the front - apparently it worked. He was from a different department or possibly the State, though they were transitioning to the M39 at that point, so no details.
