I bought these Pachmayr new grips for my DS. Is it normal for the gold tone (feels like metal) to be on the inside of the grips?

It's not unusual.
Pachmayr grips have a steel liner inside the rubber to strengthen them and sometimes it shows in places.

Use some wax on the steel and your grip frame to protect them from rust.

I was only going to use these when I am at the range because it's comfortable to use than the wood

Frame damage or finish wear is a concern with some of the Pachmayr grips.
I use the Professional Compac on my two S&W Model 66's and the Combat type grip on my Series 80 stainless.

All three have narrow lug-like "lips" spaced around the edges that stick through the rubber and contact the frame, almost like seating pads.
I have to assume these small pads are there by intent.
These narrow pad-like bits of steel do leave small marks on the frames, and I'd be rather leery about using them on a blued gun.

I don't see much of a way that the exposed metal in the above grips could damage the gun unless the grip is loose and moving around, and that area actually contacts the frame.
