Yes, it is a National Match .38 Special. The barrel without locking lugs and the "barrel return spring" were peculiar to that model. The magazine, too, was unique. There were three variations of this model if I remember correctly. The first and second variations had some functioning problems and these were fixed in the Mark III. I've had a couple of those guns over the years and they were accurate and fun to shoot.
