That looks old commercial to me. Many of us built our own from available patterns or our own designs. Still have my home made and a Pachmayr (the home made worked better for me!). I think this goes back in time because we were always racking four instead of three guns and had a scope mount and magazine holder built in to the lid. Still useful and interesting if cleaned up.
Had ours made in wood shop on base, still have mine but covered in assorted gun related stickers. Hold 4 pistols, ammo , stapler, head phones hearing protection, ammo and cleaners/ lube materials. So heavy use a small hand truck.
All it takes to have to change the latch is to go to a match with the wrong set of keys. Had to do it on mine, but was able to break the lock carefully without damage to the case and get the same lock as a replacement. In this case, the holes look like a scope mount Nice start on refurbishing. You might consider building a better gun drawer. Here are a few snaps of my well used home made as done in the old days. Didn't get a good shot of it, but the scope mount pivots up and will hold the scope at eye level, the magnet is for mags and tools.
The holes in the front around the lock were probably for a scope mount. If you don't have a key, thats an Excelsior lock and there are keys available for it on ebay.

I have a couple of Hebard catalogs from the 1960s. They offered two such boxes. One was made by the General Luggage Corporation and the other was Pachmayr. Neither look like the box in the original poster's photos.
